The former heavyweight world champion is returning to the ring to take on Arslanbek Makhmudov in April and his promoter has explained that Fury has set his sights on avenging his two previous defeats to the Ukrainian great.
Warren told Sky Sports News: "He wants to be the best. That's how he's always been. He's told me he wants to fight Usyk again.
"Tyson's a fighting man. He loves it. He goes in the gym and when he gets down to serious training, he wants to see an end result and the end result for him is fighting.
"For me, he doesn't need to fight. He's cemented his legacy. But he is fighting on and he's going to be a great addition to the heavyweight scene. He's a great personality. The crowds come out for him, this is a big, big moment for his career."
The Queensberry boss added: "If he is going to come back, I'd much rather he do it now than in four or five years' time when his powers will probably be diminished then."
Warren thinks that Fury will have plenty of options should he overcome Makhmudov - including potential fights against Fabio Wardley and Moses Itauma.
He said: "That's a good fight. Fabio's boxing at the end of April, early May. We'll be announcing who he's fighting.
"This heavyweight division is on fire. It's on fire, there are some great fights there. Moses [Itauma] is out on March 28 against the American, Jermaine Franklin. That's a big, big fight. He's looking to be the next big thing."
However, Warren stressed that Fury needs to come through a "tough comeback fight" against Russian Makhmudov.
The promoter said: "It's a tough, tough comeback fight for me. He's jumped straight back in.
"He's been out of the ring, by the time this fight comes around, nearly two years. He's made it very clear that this year he wants to fight and wants big fights. And this is a guy that's a big guy, got a good knockout ratio.
"This is a tough comeback fight for him. But if he comes through this we'll see where we go."
