The Manchester City and Chelsea attacking midfielders have had inconsistent champaigns with their respective clubs, and they have been omitted from the German's 26-man squad for this summer's tournament.
As well as Foden and Palmer, Real Madrid full back Trent Alexander Arnold hasn't been included, while Manchester United's Harry Maguire also misses out after the announcement was made on Friday (22.05.26).
One day before the big reveal, Maguire admitted he was "shocked and gutted" after learning he wouldn't be on the plane to the US this summer.
He said in an Instagram statement: "I was confident I could have played a major part this summer for my country after the season I've had.
"I've been left shocked and gutted by the decision. I wish the players all the best."
Nottingham Forest's Morgan Gibbs-White and Maguire's United teammate Luke Shaw are also among those to miss out, but Aston Villa forward Ollie Watkins has earned his spot after helping his team to Europa League victory this week.
Ivan Toney, who has scored 32 goals in 32 games for Saudi Arabia side Al-Ahli this season, also made the cut.
In goal, Everton's Jordan Pickford, Crystal Palace shot-stopper Dean Henderson, and Manchester City's James Trafford have been included.
In defence, Reece James (Chelsea), Tino Lavramento (Newcastle), Dan Burn (Newcastle), Djed Spence (Tottenham), Marc Guehi (Manchester City), Ezri Konsa (Aston Villa), John Stones (Manchester City), Jarell Quansah (Bayer Leverkusen) and Nico O'Reilly (Manchester City) are in all the squad.
In the centre of the park, Tuchel has opted for Premier League champions Declan Rice and Eberechi Eze from Arsenal, along with Forest's Elliot Anderson, Villa's Rogers, Real Madrid ace Jude Bellingham, Manchester United's Kobbie Mainoo, and Brentford's Jordan Henderson.
When it comes to attacking options, Marcus Rashford's season at Barcelona has earned him a spot alongside Arsenal duo Bukayo Saka and Noni Madueke.
The squad is rounded off by Toney, Watkins, Newcastle's Anthony Gordan, and veteran striker Harry Kane (Bayern Munich).
England will warm up for the tournament on June 6 and 10 with friendlies against New Zealand and Costa Rica.
The team's first group stage fixture of the World Cup will be against Croatia on June 17, with games against Ghana and Panama to follow.
