The 29-year-old has not featured for the Wallabies since June after being left out of their Rugby Championship squad, but there were suggestions the creative fly-half could make a return.
However, Cooper was a notable absentee from Australia coach Michael Cheika's squad that will be touring the northern hemisphere in the coming weeks.
When asked about Cooper's absence, Cheika said he feels there are three players above the playmaker in the pecking order when it comes to the No.10 jersey.
He said: "In the order I would select right now for what I want, we've got [Bernard] Foley first up, then we've got [Kurtley] Beale and [Reece] Hodge."
Cheika added: "We'll be looking to pick our best side for every Test. These are important matches and we want to be build a consistent, winning mindset, and that's something we want to pass on to next year's team."
